| 摘 要： | 我国的经济改革是从农村开始的，农村也是我国经济改革的重点和难点。农村改革中新出现的问题尤其应引起我们的注意。随着农村土地承包政策的实施以及我国经济的发展，农民生活水平普遍得到了提高，农民的人均寿命也得到了普遍提高，同时，由于计划生育政策的实施，新出生的人口数量相对减少，相应地老龄人的数量就相对增多，从而农村养老保险问题就提上了日程。为解决这一问题，应建立相应的农村养老保险制度，让国家、社会和个人分别承担养老保险的资金，丽国家在解决农村养老保险问题中无疑起着非常重要的作用。
