| 摘 要： | 苏北抗日根据地的财政体系始终遵循着正规化的行政建设方向，并在正规化基础上追求科学性。基础财政制度是正规化财政的前提，税收制度是财政体系的基础环节，是调节经济建设和商业贸易的有力手段。在金融领域，苏北区一方面通过行政手段确立根据地货币的金融本位地位，另一方面通过贸易统制，配合货币斗争，维护经济秩序的稳定。

| Abstract: | The financial system of Northern Jiangsu Anti - Japanese Base remained the normalized construction direction and sought to be scientific. The elementary financial system was the precondition of normalized finance and tax system was its elementary link. In the financial sector, Northern Jiangsu area established its banking standard of own currency by administrative method, on the other hand, it maintained stabilization of economical order by trade control. |
