| 摘 要： | 高等教育的正外部性决定其供求存在市场失灵，经费配置不能实现帕累托最优。高校普遍提高学费将导致积蓄增加，产生影响当前消费的“挤出效应”，是在加重贫困人群负担基础上的杯水车薪。解决贫困地区高等教育投入问题需要规范的财政转移支付和制度创新。

| Abstract: | The external factors of higher education have led to the market failure between supply and demand,and its allocation of funds cannot achieve the Pareto optimality.The overall increase in tuition at higher institutions will result in the increase of deposits and slow down consumption,which in turn can do nothing but add to the peasants' burdens in the poverty-stricken areas.The solution to this problem lies in standardizing the financial transfer payment and the institutional innovation. |
