我国公共危机治理中的第三部门参与问题研究

摘    要:第三部门具有的民间性、专业性、志愿性等特点使其在处理公共危机事件时具有特殊优势。但是,由于我国第三部门发展先天不足,后天失调,第三部门在参与公共危机治理时极易受到法律、社会环境、公民意识、资金人才甚至自身状况的影响和制约。在历次公共危机治理过程中我国第三部门的表现充分暴露了第三部门参与公共危机治理能力的不足。因此我们必须从学术理论、法律文化、社会环境等方面入手,改变制约第三部门发展的因素,以提高第三部门参与危机治理的能力。

Abstract:The NGO's features of private, volunteer and so on make it has special advantage over dealing with public crisis. However, due to the development of the NGO congenitally dystrophy, during its participation, it is very easy to impacted and restricted by laws, social environment, civic awareness, funds and even their own situation. The prevention and treatment of public crisis exposed the NGO's lacking of governance capacity in participating in dealing with public crisis, we must seek academic theory, legal cul- ture, social environment aspects, change the factors that restrict the development of the NGO, so that the NGO can participate in a more mature manner of public crisis management.
