| 摘 要： | 我国西部地区煤炭资源虽然非常丰富,但是煤炭含硫量高.在煤价和电价"倒挂"情形下,火电企业常有成本节约动机,甚至以牺牲环境为代价进行生产.为激励火电企业进行清洁生产,提出了一个激励煤炭生产企业在供给电煤过程中,有主动安装和使用脱硫设备动机的机制--"副产品价格诱导机制",以实现金融危机背景下西部火电与环境的协调发展.

| Abstract: | Although the coal resource is very rich in Western China,it has a high sulphur content.When coal plants generate electricity they are at the expense of environmental pollution in order to lower the cost,as the price of the coal has much more fluctuation than that of the electricity.To encourage the coal plants to have the cleaner production,a mechanism of motivating coal enterprises and the desulphurization in power plants is brought forward in this paper,which is named"The mechanism of motivating the subsi... |
