| 摘 要： | "治理"可以说是近年来被学术界运用的最混乱的术语之一了.进行政府治理绩效评估,首先需要厘清"治理"的内核,在此基础上廓清"治理域"与"政府治理域"的范围.我们发现,政府治理的特点在于价值理性的追求在于民主行政、工具理性的追求在于效率行政,同时,它是碎片化行政和审议行政.与此相对应,政府治理绩效评估的难点在于民主行政的绩效难于把握、碎片化行政的绩效信息难以有效获取、审议行政的参与度难以评估、效率性的追求与前三者之间的协调难以测度.针对这些问题,我们建议运用数据挖掘技术作为政府治理绩效评估的工具.
