| 摘 要： | 以市场经济自主有机整合起来的市场经济力量，既有能力又强烈希望约束国家政治权力的运行，这种力量在最后的意义就是由市场经济整合在一起的公众力量，即民主力量，所以，在市场经济基础上形成的民主力量是各国走向法治的决定力量。而民主力量支承法治的最后确立则是通过市场经济力量的自整合，市场经济力量对传统政治的民主改造，国家政治权力使用权的公众委托和以制衡政治制度为主的各项政治制度的民主安排等政治运作逐步实现的。

| Abstract: | The power of market economy (PME) , which is organized automatically and organically by market economy, is capable and eager to constrain the political power of state. This PME is also the public power or the democracy power that is organized by market economy in essence. So, the democracy power based upon market economy is the leading power for any countries to go to the rule of law. But how does this democracy power sustain the rule of law? It does so slowly but sternly through political operation, such as PME's organizing automatically, democratically transforming of traditional politics by PME, delegating the politics power to public, and balancing the political institution. |
