| 摘 要： | 政府职能问题是行政管理学重要的理论问题,也是当代中国行政体制改革的核心问题。从国家本质决定政府职能出发,探讨政府的政治职能和经济职能的关系问题,政治职能是政府的核心职能,经济职能是实现政治职能不可或缺的手段。当代中国政府职能转变过程中出现的"缺位、错位、不到位"等问题的根本原因是政治职能的缺失,利益协调是当代中国政府政治职能的集中体现,从科学发展观的角度对如何实现利益协调提出了建议。
