| 摘 要： | 行政文化是行政体制的深层结构,是党执政的重要资源,是行政管理的灵魂。它通过行政人员的思想意识影响着行政实践。数千年的我国传统行政文化,顽强地固存于现代行政文化之中,对我党的干部执政能力产生着深远的影响,既有积极作用又有消极影响。
