| 摘 要： | 公民公德意识的强弱 ,遵守公德规范的状况 ,直接反映着公民素质 ,决定着精神文明建设的成效 ,也对经济建设和生产力发展起着巨大的推动作用。《公民道德建设实施纲要》将公民基本道德规范概括为 :“爱国守法、明礼诚信、团结友善、勤俭自强、敬业奉献。”在公德建设过程中 ,贯彻《公民道德建设实施纲要》 ,充分发挥显性教育系统和隐性教育系统的功能 ,把外部因素的强迫性和个体修炼的自觉性有机结合起来 ,挖掘传统美德内容 ,批判地继承传统道德的合理精华 ,借助各种载体 ,建立良好的约束机制 ,创造优美的外部环境 ,寻求道德舆论向道德实践的现实转化途径 ,对于增强公民公德意识 ,提高公民素质 ,形成良好的公德习惯 ,具有积极的作用

| Abstract: | The intensity of citizens' consciousness and the state to observe the standard of social morality directly influence the citizens' quality and decide the effect of the spiritual civilization construction. They also exert a tremendous influence upon the economic construction and the development of productive forces. "The Programme for the Implementation of the Citizens' Morality Construction" generalizes the citizens' basic morality standard into "being patriotic and law-abiding, sensible and sincere, united and amicable, hardworking and thrifty, and ethical devotion". By implementing the programme will produce a great positive impact in fully bringing the function of both evident and conceal educational system into play in the process of social morality construction. They organically combines the compellable external cause and the conscious individual accomplishment, and they excavate traditional substance of moral excellence while critically assimilating the reasonable essence. They draw support from various carriers to establish a fine binding mechanism and a graceful external circumstances, and they explore ways to transform public moral opinions into moral practice which plays a positive role in enhancing citizens' quality and forming excellent social morality customs. |
