摘    要:已有研究主要从要素禀赋相对稀缺性视角来考察农户化肥用量差异,但普遍忽视了稀缺要素市场化配置的潜在影响。本文在理论层面阐明了土地要素市场化配置影响农户化肥用量决策的内在机理;进一步地,基于湖北省2016—2019年水稻种植户的独立混合截面数据,运用KV-IV估计方法和拓展回归模型估计了土地要素市场化配置对农户化肥用量的影响效应及传导机制。研究表明:①土地要素市场化配置水平对农户化肥用量具有显著的负向影响;②土地要素市场化配置主要通过土地经营规模与农户经营能力的匹配度,即土地要素配置效率作用于农户化肥用量决策;③土地要素市场不完全使相关要素市场的发育具有重要的资源配置意义,农户通过从事非农活动和购买生产性服务实现要素匹配,显著增强了土地要素配置效率改善带来的化肥减量施用效应。本文的理论意义在于为解释农户要素投入偏向提供一种有普遍意义的理论视角,有助于测度与诊断农业生产化肥高量乃至过量施用现象的根源与机制,实践意义在于为推进化肥减量施用提供政策参考。

Abstract:Existing studies focus on the impact of the relative scarcity of factors on farmers’ chemical fertilizer input decisions, but little attention has been paid to the market allocation efficiency of relatively scarce factors. At the theoretical level, this study clarified the mechanism of influence of the market-oriented allocation of farmland on farmers’ chemical fertilizer input. At the empirical level, this study used independent mixed cross-sectional data of rice farmers in Hubei Province from 2016 to 2019, and KV-IV estimators and the extended regression model to estimate the causal effect of the market-oriented allocation of farmland on the chemical fertilizer input of farmers. The results show that: (1) The market-oriented allocation of farmland has a negative and significant impact on the chemical fertilizer input. (2) The market-oriented allocation of farmland affects farmers’ decision making on chemical fertilizer input by changing the degree of matching between the scale of land management and farmers’ management capabilities, that is, the efficiency of farmland allocation. (3) Under the incomplete land market, the development of relevant factor markets have important resource allocation effects. Specifically, farmers achieve factor matching through engaging in off-farm activities and purchasing productive services, which significantly enhances the effect of reducing chemical fertilizer application caused by the improvement of farmland allocation efficiency. The theoretical value of this study is to provide a universal theoretical perspective for explaining farmers’ factor input behavior, which contributes to measuring and diagnosing the cause and mechanism of high level chemical fertilizer input in agricultural production. The practical value is to provide a policy reference for promoting the reduction of fertilizer application.
