土地利用、经济高质量发展与碳排放耦合协调度及影响因素——来自中国282个地级市的经验研究

摘    要:统筹协调土地利用、经济高质量发展和碳排放的关系,对贯彻生态文明建设理念、助推实现碳达峰、碳中和目标以及提升国家治理体系和治理能力现代化建设具有重要意义。本文在构建“土地利用-经济高质量发展-碳排放”耦合协调评价指标体系的基础上,运用熵值法和耦合协调度模型,测度2006—2019年中国282个地级市3个系统综合发展指数及耦合协调情况,并结合面板Tobit模型探究3个系统耦合协调度的影响因素。研究发现:①2006—2019年中国“土地利用-经济高质量发展-碳排放”系统呈现“低发展水平、高耦合度、低协调度”的特点,3个系统综合发展指数均呈现先下降再上升的趋势,耦合度呈现曲折上升趋势,耦合协调度总体上由失调衰退阶段向协调阶段转变。②3个系统耦合度和耦合协调度均存在显著的区域差异,经济发达地区耦合度和耦合协调度相对更高,绝大多数城市的耦合度处于高水平耦合等级,但耦合协调度没有达到协调发展阶段。③经济实力、外部制度环境和金融规模对3个系统耦合协调发展具有显著的促进作用,而消费能力、环境规制、政府能力及金融效率则不利于3个系统的协调发展。研究丰富了“土地利用-经济高质量发展-碳排放”系统协调发展的理论内涵,对助推3个系统的协同发展演进具有重要的理论意义。

Abstract:It is critical to coordinate land use, high-quality economic development, and carbon emission management in order to achieve the carbon peak and carbon neutrality goals, which has a profound impact on the modernization of national governance. Using the entropy value method and the coupling and coordination degree model, this study constructed a coupling and coordination evaluation indicator system based on land use, high-quality economic development, and carbon emissions, and measured the comprehensive development index and coupling and coordination of the three systems in 282 prefecture-level cities across China from 2006 to 2019. In addition, the study examined factors that affect the coupling and coordination of the three systems using the panel Tobit model. According to the results of the study: (1) The characteristics of the land use-high-quality economic development-carbon emission system from 2006 to 2019 presented a low comprehensive development, high coupling degree, and low coordination degree pattern. The comprehensive development index of the three systems showed a decreasing and then increasing trend. The coupling degree showed a fluctuating upward trend, and the overall level of coupling and coordination between the three systems was generally changing from a dysfunctional decline phase to a coordination phase. (2) The coupling degree and coupling and coordination degree between the three systems differ significantly by regional location, and the coupling degree and coupling and coordination degree are higher in economically developed areas. Most cities have a high coupling degree, but the coupling and coordination degree has not reached the coordinated development stage. (3) Economic strength, external institutional environment, and financial scale significantly contribute to the coordinated development of the three systems, whereas consumption capacity, environmental regulation, government capacity, and financial efficiency are not conducive to the coordinated development of the three systems. This study enriches the theoretical connotation of coordinated development of the land use-high-quality economic development-carbon emission system, which is of great importance for the synergistic development of the three systems.
