环渤海地区海洋生态环境评价及影响因素识别

摘    要:海洋环境保护是助推海洋可持续发展、建设海洋强国的重要任务和使命。本文基于熵权TOPSIS法对环渤海地区海洋生态环境质量进行测算,借助重心模型刻画海洋生态环境质量时空格局演变特征,并利用空间杜宾模型对环渤海地区海洋生态环境影响因素进行识别。得出以下结论:①环渤海地区海洋生态环境质量存在较为显著的空间自相关性,整体呈上升趋势,偶有波动;但空间异质性显著,南部经济区较高,西部经济区较低。海洋生态环境质量重心整体呈向西再向北迁移的趋势,各经济区内部重心移动差异性明显。②从地区整体效应来看,对海洋生态环境直接贡献强度排序为:环境规制>生活水平>科技水平>科技投入>0>碳排放量>农业污染>工业化水平>劳动力结构>废水排放,对其他地区的溢出效应影响排序为环境规制>0>碳排放量>劳动力结构>工业化水平>废水排放。③分区域来看,各影响因素在不同经济区的作用效果不同,西部经济区产业结构、科技投入、科技产出、环境规制、生活水平提升海洋生态环境水平;南部经济区经济发展、科技水平、科技产出、生态优化、环境规制对海洋生态环境质量提升效果明显;北部经济区生态优化和环境规制推动地区海洋生态环境发展。研究为环渤海地区沿岸省市海洋生态环境保护提供了理论支持。

Abstract:Marine environmental protection is an important task and mission for promoting sustainable marine development and building national strength in the marine area. In this study, based on the entropy weight TOPSIS method, the marine ecological environment quality in the Bohai Rim region was assessed, the spatial and temporal characteristics of marine ecological environment quality were examined with the help of the center of gravity model, and the spatial Durbin model was used to identify the marine ecological environment impact factors in the Bohai Rim region. The following conclusions are drawn: (1) There is a significant spatial autocorrelation in the quality of marine ecological environment in the Bohai Rim region, showing an overall upward trend and occasional fluctuations, but the spatial heterogeneity is significant. The southern economic zone has higher quality and the western economic zone has lower quality. The center of gravity of marine ecological environment quality as a whole was moving westward and then northward, and there are obvious differences in the movement of the center of gravity within each economic zone. (2) From the perspective of overall regional effect, the intensity of direct contributions to the marine ecological environment is ranked as follows: environmental regulation > living standards > science and technology development level > science and technology input > 0 > carbon emissions > agricultural pollution > industrialization level > labor structure > wastewater discharge. The spillover effect on other regions is ranked as environmental regulation > 0 > carbon emissions > labor structure > industrialization level > wastewater discharge. (3) The effects of various influencing factors in different economic zones varied. The industrial structure, science and technology input, science and technology output, environmental regulation, and living standards of the western economic zone have improved the level of marine ecological environment; The economic development, science and technology development level, science and technology output, ecological optimization, and environmental regulation of the southern economic zone have significantly improved the quality of marine ecological environment; Ecological optimization and environmental regulation in the northern economic zone promoted the development of regional marine ecological environment. The research provides some theoretical support for the marine ecological environment protection of coastal provinces and cities in the Bohai Rim region.
