| 摘 要： | 新公共管理运动于20世纪中叶兴起于英国、美国、澳大利亚、新西兰等国,后为许多国家接受并借鉴。1989年,作为对实践的理论概括和提升,世界银行在《世界发展报告》中首先提出了“治理”的概念。公共治理理论的创新和发展,成为指导包括高等教育在内的全球社会事业公共管理实践的新理念和新思想。本文从中国高等教育由政府单一行政管理向公共治理转变及发展趋势的角度着手,对其理论和实践作一初步探索。
