| 摘 要： | 《教育法》规定,学校拥有9项权利,第一项是“按照章程自主管理”.学校章程是现代学校教育制度的产物,是学校依法获得独立的教育公法人地位的基础.建立和完善学校章程是政府转变职能、实现宏观管理的必然要求,也是学校在市场经济条件下实现自主办学、自我发展的保证.

| Abstract: | Education Laws of People's Republic of China stipulate that schools exercise 9rights, the 1" of which is "to manage school autonomously in accordance with their statutes" . School regulation is an outcome of modern education system and constitutes the basis upon which the school legally acquires its status as an independent pubic corporation .To build and perfect school regulation is the inevitable requirement presented in the course of governmental rale-transition and macro-management, and the guarantee for the school's self-management and self-development in a market economy as well. |
