抚顺市可持续发展的生态足迹多维分析

摘    要:本文针对生态足迹方法只能描述现状的局限性,利用多维度生态足迹构成分析,详细计算了抚顺市近10年来的生态足迹需求和供给,分析了生态足迹供需结构、布局、平衡状况和资源去向。通过分析生态足迹构成帐户以及6种生态足迹土地类型在时间维度上的演变,进一步解析资源、环境可持续利用中存在的主要矛盾;针对资源型城市的运作特点,将资源输出剥离以后考察城市在产业分工、生活方式等方面存在的问题。研究表明:2004年抚顺生态赤字高达承载力的5倍,且呈逐年上升的趋势。其中扣除资源输出后,化石能源的消耗仍占足迹的80%以上,表明其第二产业严重依赖能源工业,工业不发达、产业链级低,导致生产效率低。城市亟待转型,同时需加快生态治理和地质修复。针对生态足迹的结构,对抚顺的可持续发展,在政策取向、产业发展、生产生活方式等方面给出改善建议,提出生态修复应采取的措施。

Abstract:The EFAA method is a biophysical method for assessing the human appropriation of ecological capacity.Multi-dimension EFAA was used to calculate the supply,demand,distribution,equilibrium of ecological footprints and resource flow in Fushun city during the last 10 years.The structure of the ecology footprints includes the biologic resource account,energy sources account,resource output account,house account,product account and rejectamenta account.the conflict of resources usage was resolved by analyzing the evolvement of those accounts and 6 types of land use in the past 10 years.Aimed at the characteristic of resource-based city,energy output account was deducted from the grass account before the problems in the industry and living mode of Fushun is reviewed.The result showed that ecological footprint(EF) of Fushun city is 4.43 hm~2/cap in 2004,bio-capacity(BC) is 0.70 hm~2/cap in 2004,and the ecological deficit(ED)(3.73 hm~2/cap) is also higher than the average level(1.25 hm~2/cap) in China.And the trendline shows the ED is increasing rapidly.So the analysis indicates that Fushun is not in sustainable development status.The wastage of fossil resource occupies 80% of ecological footprint after energy output account is deducted.It reveals that the second industry lies on energy sources badly and productivity is in a low grade.In the south of Fushun,geologic disaster,vegetation wreck and environmental pollution are serious.During the period of transition of industry and living mode of the city,environment protection and ecology restoration are urgent.The corresponding countermeasures for promoting the transition and sustainable development include selecting and developing new substitute industries properly,finding solution for employment,improving and protecting environment,and looking for the supports and aids from government.For sustainable development of Fushun city,the strategy of policy adjustment,industry development,manufacture manner and living style was suggested.
