| 摘 要： | 政府提供公共服务，不但是弥补政府失灵的重要路径，而且也是政府责任之所在。在对政府提供公共服务的必然性、领域、责任底线以及存在的问题进行分析的基础上，借鉴世界银行关于提供公共服务的模式和制度安排理论，提出政府提供公共服务的有效路径，有重要的意义。
