| 摘 要： | <高等教育法>明确了高等学校作为独立法人,必须"依法治校",通过法律来规范学校、教师和学生之间的行为;高等学校作为培养人才的阵地,必须"以德治校",以其思想感召和道德教化提高师生的思想认识和道德觉悟.德治是治校的基础,法治是治校的保障,"法治"与"德治"相结合,既是社会主义政治文明和精神文明建设的要求,又是社会主义市场济济条件下高等学校自身建设和发展的要求,也是实现社会主义民主与法制的要求.

| Abstract: | The Laws and Regulations of Higher Education has made clear and definite that as the independent legal entity, institutes of higher learning must be run by law, which will restrain the conduct of schools, teachers and students. As the base for training qualified personnel, the college employ high moral standard to administrate the schools so as to enhance their consciousness and morality through passionate inspiration and moral education. "Administration by morality" is the base while "administration by law" is the guarantee in running the school, the combination of which is the requirement both for building socialist political and spiritual civilizations and for its own construction and development in the socialist market economy as well as for the realization of socialist democracy and legal system. |
