| 摘 要： | 随着中国高等教育改革的逐步深入，中国高等教育快速进入大众化教育阶段。教育部审时度势，提出了适当控制规模，注重内涵发展的目标，把努力提高高等教育教学质量，构建教育质量保障体系放到首要地位。引入ISO9001：2000质量管理标准这一现代管理模式，成为一些院校的选择。运行质量是教育质量管理体系的生命。但由于缺乏对标准的深入理解，造成有的院校质量体系不能充分发挥应有的作用，甚至流于形式。本文论述院校提高教育质量管理体系运行效能的关键因素，以对相关院校起到借鉴与指导作用。
