| 摘 要： | 图书馆的法治环境是对图书馆服务和与图书馆的生存、运营、发展密切相关的所有方面具有高效能、全方位、综合性保障功能的法律体系 ,不仅仅是制定图书馆专门法。它至少应包括 4个方面相互配套、相辅相成的法律法规 :图书馆专门法、图书馆相关法、图书馆行业自律规范 ,与图书馆有关的国际条约、协定等。参考文献 16。
