| 摘 要： | 目前，我国新建本科院校固定资产管理中普遍存在着合并工作不够彻底、基础工作不够规范、体制及其机制不够完善、制度体系不够完善和产权关系不够清晰等突出问题．针对这些问题，新建本科院校应建立完善的固定资产管理体制及其运行机制，制订完善的固定资产管理制度体系，不断提高固定资产信息化管理水平，加强非经营性资产转经营性资产的管理，建立健全固定资产管理监督制约机制和加强固定资产管理队伍建设力度，不断提高固定资产管理水平和效益，为学校发展提供完整和安全的固定资产保障．

| Abstract: | At present,there are some outstanding problems in the management of fixed assets of newly-established universities such as incomplete merger,non-standard basic work,imperfect system,mechanism and institutional system,and lacking of clear property rights.To solve these problems,the universities should improve the fixed assets management system and its operational mechanism,set up a sound institutional system,improve constantly the level of information management,strengthen transformation management from non-operating assets into operating assets,establish and perfect the mechanism of supervision and strengthen management team construct.Whereby the level and efficiency of fixed assets management will be constantly improved and the complete and safe fixed assets security will be provided for the school development. |
