| 摘 要： | 教育公平是社会公平的基础,是人生公平的起点。高等教育在国家创新体系中占有重要的地位,高等教育从精英教育向大众化教育的过渡是＂教育公平＂思想在高等教育中的体现,也是我国全面实施科技兴国战略和人才强国战略的主要保障。
