| 摘 要： | 在我国，坚持党管干部是坚持党的领导权的一项重要内容。但是，把党管干部等同于委任制是不科学、不正确的。党管干部不应拒斥民主选举。民主选举是现代民主政治的重要原则，也是马克思主义和无产阶级政党的政治主张，同时更是新时期实践党的执政新理念的现实要求。党管干部与民主选举不是完全对立、互不相容的，民主选举既能保持党对整个干部选任过程的有效控制，又能使公众的选择权得到实现，因此，民主选举是实现党管干部方式科学化的必要选择。

| Abstract: | To strengthen the CCP＇s cadre management is an important content of the CCP＇s leadership in China. However, it is not correct and not scientific to think that CCP＇s cadre management is equal to the system of appointment. The CCP＇s cadre management should not refuse and reject the democratic election. The democratic election is not only an important principle of the modem democratic politics, but. also a political stand of the Marxism and the proletarian political party, and is a real request of the CCP＇s new idea of power in the new period. The CCP＇s cadre management should not be exclusive and opposed to the democratic election. The democratic election is useful not only to keep CCP＇s effective control in the whole process of the cadre election, but also to realize the public right of the election. Hence, the democratic election is a more scientific way for CCP to control cadres. |
