| 摘 要： | 公共部门信息再利用制度在欧盟各国和美国都引起了充分重视,欧盟2003年<公共部门信息再利用指令>的通过标志着该制度的初步建立.中国的公共部门信息存量巨大,发展迅速,并且已存在相关的再利用业务,但公共部门信息再利用制度供给不足,需要构建包括产权制度、市场制度和程序制度在内的再利用制度体系.参考文献17.

| Abstract: | Public sector information reuse systems receive great attention in EU countries and in U.S.A.Directive 2003/98/EC of the European Parliament and of the Council on the re-use of public sector information marks the establishment of such a system.There have been rapid development and growth of Chinese public sector information, which is reused in a certain degree.However,there is a lack of supply in the public sector information reuse systems, and there is a need for establishing reuse system to include property right system,market system and procedure system. 17 refs. |
