| 摘 要： | 基于政府对医药产业R&D的资金投入和人力资源引导作用,采用面板数据分析方法,对医药产业R&D绩效与政府科技引导性政策的关联性进行分析。政府资金资助和人力资源战略将提高医药企业申报专利的积极性;政府融资担保和直接资助将促进企业研发投入。
