| 摘 要： | 重大科技专项是一国科技发展的战略重点,是提升自主创新能力,建设创新型国家的关键。首先界定了重大科技专项的基本特征,从前期论证、组织设置、过程管理、知识产权、成果转化等方面分析了国外若干重大科技专项组织实施的主要特点,并在此基础上对我国重大科技专项组织实施的启示进行了探讨。
