创新政策对新能源企业技术创新的影响——基于中国新能源企业的实证分析*

摘    要:在国家提出要加快关键新能源核心技术创新的背景下,以2010—2017年我国A股上市的新能源企业为研究样本,利用全局主成分分析法对创新政策、直接支持政策和间接支持政策分别进行综合得分的测算,然后利用面板固定效应模型实证分析创新政策与新能源企业技术创新之间的影响效应,得出以下结论:(1)创新政策显著促进了新能源企业技术创新;(2)不同类型的创新政策对新能源企业技术创新影响效应存在差异,直接支持政策有利于企业技术创新,而间接支持政策则不利于企业技术创新;(3)创新政策对新能源企业技术创新影响存在区位异质性效应和产权异质性效应,创新政策对位于东部地区的国有新能源企业的技术创新有更加显著的正向促进效应,而间接支持政策对位于中西部地区的非国有新能源企业的技术创新有更显著的负向抑制效应。由此提出相应的政策建议:继续推进完善促进新能源企业创新的直接支持政策;建立多方位支持新能源企业技术创新的金融体系;加强科技信息支持基础设施建设,健全知识产权保护体系;因地制宜制定政策。

Abstract:Environmental pollution and energy security have always been the focus. In order to achieve the goals of carbon peak and carbon neutrality, the state has proposed to accelerate the innovation of key new energy and core technologies.In this context, using the global main component analysis method to measure the innovation policy, direct support policy and indirect support policy respectively, and then using the panel fixed effect model to effectively analyze the impact of the innovation policy on the technological innovation of new energy enterprises, and draw the following conclusion: (1) innovation policy significantly promotes the technological innovation of new energy enterprises; (2) the effects of different types of innovation policies on the technological innovation of new energy enterprises are different. The direct support policy is beneficial to the technological innovation of new energy enterprises, while the indirect support policy is not. (3) the effect of innovation policy on the technological innovation of New Energy Enterprises is location heterogeneity and property right heterogeneity. The innovation policy has a more significant positive effect on the technological innovation of the state-owned new energy enterprises located in the eastern region. The indirect support policy has a more significant negative inhibitory effect on the technological innovation of the non state owned new energy enterprises located in the Midwestern Sectional Figure Skating Championships.
