摘    要:高价值专利是技术体系与专利制度良性互动的结晶, 是科技强国战略与相关行业协同发展的成果。高价值专利顶层设计对提升专利质量和科技强国具有重要意义。文章基于SWOT-AHP分析高价值专利对象领域技术和产业发展现状,深度挖掘所研究对象领域的基础研究和产业技术发展驱动因素、关键知识图谱、核心专利、技术路线图以及产业竞争情报等,并以电能质量治理为例简要阐明。从宏观层面、中观层面和微观层面构建了高价值专利顶层设计框架,以期为提升我国高价值专利的创造、运用和管理提供理论指导。

Top level design of high value patent for
Abstract:High value patent is the crystallization of the positive interaction between technology system and patent system, and is the result of the coordination of science and technology innovation strategy and patent strategy. The top-level design of high-value patents is of great significance to improve the quality of patents and the transformation and application of intellectual property rights.Method/process]Based on swot-ahp, this paper analyzes the current situation of high-value patent technology and industrial development in the research object field, and deeply excavates the driving factors of basic research and industrial technology development, key knowledge mapping, core patent identification, technology roadmap development and industrial competitive intelligence in the research object field. Taking power quality management as an example as an example. the top-level design of high-value patents for "basic research innovation + industrial technology realization" is constructed from the macro level, meso level and micro level, a brief example is given,in order to provide theoretical guidance for improving the creation, application and management of high-value patents in China.
