| 摘 要： | 在大学从精英教育向大众化教育转变的过程中，质量一直是人们最为关注的问题。学术权力与行政权力的合理配置，对提高高校教学质量起着重要的保证作用，并对高校的生存与发展产生重要的影响。保证学术权力在高校始终居主导地位，同时对行政权力进行正确定位，使学术权力和行政权力得到有序、动态的合理配置，是学校良好运行的前提。

| Abstract: | Quality has always been concerned firstly as college education has been changed from elite education to mass education. Reasonable distribution of academic power and administrative power can play an important role and it has a great influence over the development and survival of higher education. So we need to insure that academic power always plays a leading role, and administrative power must be placed in a right place so that academic power and administrative power can be orderly and actively distributed reasonably. That's the premise to keep our college and university running proper-
