| 摘 要： | 虽然我国在循环经济的立法方面已取得了初步进展,但目前的立法状况距离循环经济发展的要求还相差甚远,必须大力加强.在从修改、完善现有环境资源法体系转向循环经济立法时,我们必须要贯彻资源极限、循环利用、遵循生态规律等循环经济理念,以义务为本位建立循环经济法体系,创新循环利用资源的法律制度,构建循环利用资源、发展循环经济的实施规则系统.

| Abstract: | In spite of some achievements made by the legislation of circular economy in China, the current situation falls far behind the requirement of the developing circular economy. While revising the present law of environment and resources, we must implement such concept of circular economy as knowing the limits of resources, recycling resources and conforming to the ecological rules to speed up the legislation of circular economy. We should take our responsibilities to set up the system of circular economy, innovate the legal system of recycling resources and construct the regulations of recycling resources and developing circular economy. |
