| 摘 要： | 美国的基础教育择校制度经历了萌芽、初步形成和蓬勃发展三个阶段,其教育券和特许学校制度,有利于促进基础教育资源公平分享,为我国基础教育体制改革提供了借鉴意义。我国也应该建立促进教育资源公平分配的基础教育学校选择制度,建立公平的竞争机制,满足人们多元化的教育选择需求。

| Abstract: | The school system of American elementary education has experienced three stages of enlightened period,lay foundation period and fast development period. The school voucher and charter school system can promote the school choice system of elementary education and establish the fair competition mechanism so as to satisfy people＇s needs about diversified education. |
