| 摘 要： | 在经济发展进入新常态的形势下，城镇化作为我国经济发展的增长极之一，扮演着重要的角色。河北省在环境治理中暴露的土地质量劣化、水资源污染加剧、大气污染愈加严重等问题也日渐突出。解决好河北省环境治理问题，也必须在新型城镇化的框架下，结合京津冀协同发展进行统筹规划、重视环境治理的法律制定和实施、重视环境治理的区域协调，通过法律的协同一体化、行政决策的协和一致性等方面，采取积极措施，抓住机遇，为新型城镇化框架下河北省环境治理找到上佳的途径。

| Abstract: | As one of the Growth Pole, urbanization accompanied with the new normal,will play a vital role in our society, and for Hebei provience,the pollution issues are in imminent danger included land degradation, pollution of water sources and the air pollution etc. To resolve the problem of environmental governance, a best route choice for the framework of environmental governance in Hebei province must be found,and such choice should be conceived.In conjunction with the development of synergies to the Beijing-Tianjin-integrated planning, attaches great importance to environmental governance of the law development and implementation, attaches great importance to environmental governance of regional coordination, synergy through legal integration, executive decision-making and consistency. |
