| 摘 要： | 学年学分制是教学管理制度由学年制向学分制过渡过程中出现的一种管理制度，兼具学年制和学分制的特点，与学年制相比，灵活性增强，与学分制相比还存在很大的局限性。改革现行的学年制、学年学分制管理方式，实行完全的学分制，是高等院校教学管理制度的必然选择。本文以泉州师范学院为例，指出地方性本科高校现行学年学分制管理中存在着弹性不足、个性不足及资源浪费等诸多弊端；认为经过十余年的发展，地方性本科高校已经从理念、资源及管理等方面为实行学分制准备了条件；提出实施学分制管理，应该在管理、师资、课程及配套等方面制定具体措施。
