城市交通拥挤管理政策体系研究

摘    要:随着社会经济的快速发展与城市化进程的加剧,交通拥挤已经成为影响城市功能正常发挥和可持续发展的一个全局性问题。城市交通的复杂动态特性,对交通拥挤管理政策的制定与实施带来了更大的不确定性,这就意味着任何一项交通政策的出台必须依据实际的城市经济与社会发展状况,并符合交通发展趋势。

Abstract:With the development of social economy and the speeding up of urbanization,the traffic jams have increasingly become an issue which influences the normal exertion of urban functions and sustainable development.The involved dynamic features of urban transportation may bring even more uncertainty to lay down and implement management policies of traffic jams.This means that the adoption of any transportation policy should take into consideration the reality of the city's economy and social development and should be in accordance with the tendency of the transportation development.
