| 摘 要： | 俄罗斯是中国最重要的邻国之一,近年来,中俄关系发展迅速,在两国高层领导人的共同努力下,中国与俄罗斯建立了"面向未来的战略合作伙伴关系",为在新世纪中进一步发展两国关系确立了宏伟的蓝图,发展中俄科技合作具有巨大的潜力.通过对黑龙江省与俄罗斯煤炭工业的现状进行分析 ,指出制约黑龙江省煤炭工业对俄科技合作的因素,并提出黑龙江省对俄科技合作的对策,对振兴黑龙江省煤炭支柱产业具有十分重要的意义
