| 摘 要： | 本文对灾害指标定义、原则、结构、指标内容作了讨论和分析．首先论述了灾害指标的一般理论问题，在此基础上设计了灾害的先行指标、灾中指标和灾后指标．这些指标的设计和给出对灾害的正确的评估有着重要的意义．
