| 摘 要： | 同国家整体一样,作为组成国家的个体,每个国家公职人员都与社会发生着经济交换关系。但国家与国家公职人员有着本质的区别,两种交换关系应呈现出不同的交换结构。如果这两种交换结构错位,就会导致国家公职人员的交换活动失序,并由此产生腐败现象。反腐倡廉必须采取措施对国家公职人员与社会的交换关系加以规范,建立有利于国家公职人员保持廉洁的交换秩序。

| Abstract: | As individual components of a state,every single government functionary is involved in the economic exchange relations with the society much in the same way as the state,as a whole,does.However,due to essential differences between the state and its functionaries,their exchange relations should follow disparate exchange structures.These two exchange structures,dislocated or confused,may result in disorder in the exchange activities of government functionaries,which would give corruption a hotbed to breed and spread.Therefore,in order to combat corruption and promote an honest and clean environment,measures must be taken to regulate the exchange relations between government functionaries and the society,and,on the basis of that,to establish a sound exchange order conducive to the honesty and incorruptibility of government functionaries. |
