| 摘 要： | 大学校园集体供电机制在实践中暴露出产权模糊,所有者缺位,责、权、利不明的缺陷,并由此产生＂公地悲剧＂问题。鉴于电能是一种稀缺性资源,其边界的不清晰和非确定性必将造成公用资源的过度利用,为改变这一现状,实现节能计划,须降低其外部性,将责任和利益明确到团体乃至个人,使收益与成本对称,以减弱＂公地悲剧＂对集体利益造成的不利影响。

| Abstract: | Collective power supply mechanism on campus exposes the flaw of fuzzy property and owner absence,leading to the problem of ＂common tragedy＂.In view of the fact that electrical energy is a kind of rare resources,the unclear and uncertain boundary of which will lead to excessive using of public resource.To change the present situation and to carry out the energy-saving plan,it is necessary to reduce the externality of electrical energy,ensure the responsibility and the benefit to the association and even individual,making the income and the cost symmetrical so as to weaken the adverse effect for collective interests which come from ＂common tragedy＂. |
