| 摘 要： | 要实现建设创新型国家的目标，必须改革和创新科技管理体制。本文从分析科技管理和科技管理体制概念入手，对发达国家宏观科技管理体制进行比较，对国外科技管理体制发展趋势进行分析。针对我国现行科技管理体制中存在的问题，在借鉴国外经验基础上，提出改进和创新科技管理体制的主要路径，以期为完善我国科技管理体制提供若干可资借鉴的参考。

| Abstract: | To achieve the goal of building an innovation-oriented country, reform and innovation in science and technology management system are necessary. From the analysis on science and technology management and concept of management system, by comparing the developed countries＇ macro-management system of science and technology, developing trends of science and management system is analyzed. According to the existing problems in current science and management system of Chinal based on foreign experiences, the main path of improving and innovating science and technology management system are proposed to give references for perfecting the management system. |
