| 摘 要： | 互连网空前地延展了人类的生活空间,网络已成为民众获取信息和表达民意的重要渠道,已成为政治思潮的交织地和社会问题的集散地,已成为政府治国理政、了解社情民意的新平台。本文通过分析网络舆情成因及发展变化规律,提出政府网络舆情监测分析系统框架和预警模型,为政府及时发现舆情,防管并举,积极处置,避免事件恶化将起到积极作用。
