| 摘 要： | 社区治理是城市治理中的重要部分之一。在社会建设的背景下,各级地方积极进行社区治理新模式的探索,但与此同时,社区治理还是存在着诸多问题,如社区治理行政化倾向依然存在;社区自治运行缺乏资金及支配自主性;缺乏有意义的市民参与;整体服务水平不高或公共服务不到位;社区自治组织和中介组织比较薄弱。在借鉴其它地区的社区治理模式的基础上,广东省在探索社区治理新模式的过程中,试图构建"以多级政府协调合作,各社会组织积极参与"的圈层合作社区治理模式。

| Abstract: | Community governance is one of the important parts of urban governance. Under the background of social development, the local government actively explores the new mode of community governance, but at the same time, there are still many problems： the administration tendency still exists; community autonomy to run is short to funds and autonomy; the sense of civic participation is lack; the overall service level is not high or the public service does not reach the designated position; community autonomy organizations are weak. Based on the community governance model in other areas, Guangdong province tries to construct the new mode of circle cooperative community governance mode which the multi-governments enhance coordination and many social organizations actively participate in. |
