| 摘 要： | “三农”问题是我国在本世纪头20年全面建设小康社会之重大任务，没有农村、农业、农民的小康．就没有全国的小康。农业的现代意义表明，农业实行以工业化为本质的产业化经营，是全面建设社小康社会的主要基础；农村剩余劳动力的严重状况表明，农村走城市化、城镇化道路，是全面建设小康社会的必由之路；城乡居民收入差距扩大的事实表明，农民收入的增长，是全面建设小康社会的重要保障。“工业反哺农业、城市支持农村”，是统筹城乡发展的必然要求，是使中国农民在全面建设小康社会道路上，能够与中国城市居民一起真正成为社会主义中国主人翁的必然举措。

| Abstract: | Three Agricultures are key to construct the well-to-do society from all sides in China.Without farmers,rural areas and agriculture,there will be no a well-to-do society.The foundation is to corry out industrialized management in agriculture;the only way is to have rural areas urbanized;the guarantee is to increase farmers' income.The policy that industry fosters agriculture and city supports rural areas is the necessary demand for plan as a whole and the necessary act for farmers to become master of China. |
