| 摘 要： | 党的十六大报告指出：“新闻出版和广播影视必须坚持正确导向，互联网站要成为传播先进文化的重要阵地”。互联网的发展将人类社会带入了一个新的时代，它使人们的生产和生活都发生着革命性的变革，也为社会主义精神文明建设提供了新的环境，它使社会主义精神文明建设面临一些前所未有的难题，但互联网的发展又是精神文明建设的部分问题的解决之道。
