| 摘 要： | 党的十七大报告再次提出,要发展特殊教育,促进残疾人的全面发展。目前,与整个快速发展的教育事业相比,我国残疾人教育的水平与质量还有待提高。在现代社会中,非政府组织作为＂第三部门＂的力量在残疾人教育中发挥着积极的不可替代的作用。政府在残疾人事业中要发挥＂主导＂作用,但是为了更有效地配置资源,就必须要与非政府组织合作,实现双赢。本文以当前残疾人受教育状况的分析为基础,探讨了政府组织和非政府组织合作的必然性,以凸显非政府组织在残疾人教育中发展的合理性;同时也分析了非政府组织介入残疾人服务的具体方式及其局限性,并提出了相应的对策建议。

| Abstract: | The report of the 17th CPC congress put forward that special attention should be paid on the development of special education to help the disabled to develop in an all-round way. At present,compared with the rapid development of the whole education,our level and quality of education for the disabled are quite low. In modern society, NGO as ＂ the third party＂ plays an active and irreplaceable role in the education for the disabled. The government should play a ＂ leading＂ role in the delivery of public service for the disabled,but in order to be more effective in the allocation of resources,governments in all levels should cooperate with NGO to achieve win-win situation. Based on the analysis of the current education situation of the disabled,this paper discusses the necessity of cooperation between government and NGO in order to highlight the rationality of NGO in the development of education for the disabled,also analyses the specific methods and the limitations about NGO involving in services for the disabled. Some suggestions to overcome the limitation are put forward. |
