泉州市“十二五”教育改革与发展研究

摘    要:泉州市的“十二五”教育改革发展,要进一步落实教育发展“三大任务”,全市教育发展整体水平明显提高,主要指标位居全省平均水平以上;素质教育全面深入推进,办学行为进一步规范,教学质量不断提高;进一步健全各类终身教育网络,教育现代化水平不断提高;五个以上的县(市、区)建设为“教育强县(市、区)”,对台教育合作交流范围扩大至各类教育领域。要重视和加强学前教育发展工作,把学前教育工作纳入本地区教育发展的统筹规划;大力发展中等职业教育,优化普、职教育协调发展比例,普及发展高中阶段教育;推动高等教育内涵发展,着力提高教育质量;加强泉、台教育合作交流,发挥教育在海峡西岸经济区的先行作用。各级财政要加大对教育发展的投入,保障教育民生政策落实,加强教育基础建设,增强教育发展后劲;努力引导鼓励社会各界积极参与学校的建设发展。要以提高教师整体素质水平为核心,全面实施素质教育,增强办学内涵建设,不断提高教育教学质量。坚持依法治教,进一步规范学校办学行为,促进教育公平,维护教育公益性质,推动教育事业持续健康发展。在规范办学方面,要按照党的十七大提出的“鼓励和规范社会力量兴办教育”的精神,依法鼓励民办学校健康发展,依法加强对民办学校规范管理。

Abstract:"12th five" education of Quanzhou development need to implement "three greatest missions" of education development. The whole level of its education development is obviously exalted. The education for all - round development is pushed forward, such as teaching quality, a variety of lifelong education network, education modernization level;More than five counties' (city, area) construction are "achieved education county( city, area)" and the scope of cooperation exchanges extended to many education realm. The pre - school education and development should be paid attention and taken into the overaU planning of local education development. Secondary vocational education should be strongly developed. The first role of education can be played in economic zone of western coast by strengthening the cooperation between Quanzhou and Taiwan. Financial input on educational development needs to be increased by the govemment at all levels. The people' s livelihood policy of education should be guaranteed for its implementation by strengthening education infrastructure and delay effect of education development; Effort of leading and encouraging the all society to participate the construction and development of a school.
