| 摘 要： | 霍光是西汉朝前所未有的权臣,他长期担任大司马、大将军兼领尚书事,是中朝官之首,也是实际上的执政者。对霍光秉政局面的确立过程进行分析可以发现,汉武帝为加强皇权、限制相权,创置了中朝官制度,直到汉成帝设尚书分曹办事,中朝官逐渐取代了外朝公卿参决机要的职权,进而形成了中朝掌决策、外朝掌执行的政治体制。这是中国封建政治体制转型的开始,对隋唐中央政治体制的形成意义重大。
