| 摘 要： | 经济的高速发展带来了社会的不均衡性,导致城市发展的异样性。"逆城市化"的蔓延,土地利用率的低下,耕地被破坏,人地矛盾突显,土地二元管理制度弊端显现,一元管理体制势在必行,城市农村二元分立规划即将被一元化统筹规划所替代。使"逆城市化"健康发展,走均衡发展、节约集约用地之路,才能促进社会经济可持续和谐发展。
