| 摘 要： | 西汉后期，社会动荡，大量流民的存在是其主要表现之一。传统说法认为土地兼并必然导致大批自耕农破产，从而产生大量流民，引起社会动荡；西汉政府在抑制兼并和应对流民方面的做法是积极而有效的。本文认为这些认识是片面的、表象的甚至是不合理的。土地兼并不会直接导致大量流民产生，现实中有较为合理的流民吸纳机制；政府抑制兼并、控制流民的措施效果不佳甚至适得其反。

| Abstract: | The social turbulence of later West Han Dynasty is mainly represented by the massiveness of refugees. The land annexation is traditionally regarded as the cause for the bankruptcy of the land-holding peasants that resulted in the massive refugees and the social turbulence, and the governing suppression against the annexation and the management of refugees in the time of later West Han Dynasty was active and effective. This paper argues that such a view is one-sided, apparent, or even unreasonable, as land annexation does not necessarily leads to the massive refugees, and there exists a more reasonable mechanism to take care of the refugees, whereas the governmental suppression against land annexation and control of the refugees are ineffective or even worsening the situation. |
