| 摘 要： | 图书馆政策的环境与图书馆系统的环境是一致的。图书馆政策的环境是指决定图书馆系统存在和发展的全部条件的总和。其中 ,与图书馆系统有关的外在条件的总和称为图书馆政策外环境 ,与图书馆系统有关的内在条件的总和称为图书馆政策内环境。本文着力分析了影响图书馆政策定位的外部环境因素 ,即全球化、市场化、网络化、社会化、数字化与知识化六大社会发展趋势。

| Abstract: | Library policy and library system are influenced by the identical conditions. The circumstances of library policy mean all those conditions that determine a library system how to exist and development. The extrinsic conditions relating to a library system are intituled the exterior environment of library policy, and the intrinsic conditions relating to a library system are called the immanent environment of library policy therein. The article exerts itself to analyze the exterior environment which influence library policy, i.e. globalization, commercialization, networking, socialization, digitalization and intelligentization. |
