| 摘 要： | 蔡京在宋徽宗的支持下,创立居养院、安济坊、漏泽园,在全国范围内建立起从中央至地方,从养生至助葬的一套完整的社会保障体系。这一社会保障制度也存在缺乏稳定性、在具体实施过程中弊端丛生等不足之处。以发展的眼光去考量,蔡京在复杂的政治形势下,对社会保障制度建设方面做出的改革和贡献理应后人给予客观的评价。

| Abstract: | With Emper Huizong of Song＇s support, JU YANG YUAN, AN JI FANG and LOU ZE YUAN were founded. The government established a complete set of the social security system, including the central government and the local, the health and the dead bury. At the same time there are also some problems and shortages. For instance, there are the unstable social security systems and some shortages in the process of implementing this system, which made some negative effects. In general, in the complicated political situation we should be objective about the dedication of Cai Jing in Social Security System. |
